Carter has represented Louisiana’s 2nd District since 2021 after succeeding Cedric Richmond. Prior to his current role in Congress, he served in both the Louisiana House of Representatives from 1992 to 1994 and in the Louisiana Senate from 2016 to 2021. Born in New Orleans in 1963 and currently residing there, Carter graduated from Xavier University of Louisiana with a Bachelor’s degree in 1986.
