Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, marked several milestones and initiatives related to disaster preparedness and infrastructure in a series of posts on social media.
On September 6, 2025, Carter commemorated the anniversary of Hurricane Irma’s impact on the U.S. Virgin Islands, stating, “Today marks eight years since Hurricane Irma’s devastating landfall in the U.S. Virgin Islands. This hurricane season, let’s honor the courageous actions of the residents, first responders, businesses, and federal workers who aided recovery efforts by working to build a more”.
Later that day, Carter announced the reopening of a key evacuation route in New Orleans East: “I’m proud to announce that the Green Bridge in #NewOrleansEast is open with two lanes in both directions! This bridge is a vital evacuation route during hurricanes and it was a huge victory for #LA02 when I secured $41 million from the #BipartisanInfrastructureLaw to repair it.”
On September 7, 2025, Carter highlighted National Preparedness Month and his ongoing work as a congressional leader on disaster readiness: “September is #NationalPreparednessMonth, and this year’s theme is “Preparedness Starts at Home.” As the founder and co-chair of the Disaster Preparedness and Recovery Caucus, I’m committed to ensuring you have the tools, resources, and information needed to keep you and your”.
Carter has represented Louisiana’s 2nd District since 2021 after succeeding Cedric Richmond. He previously served in both chambers of Louisiana’s state legislature before joining Congress. Born in New Orleans in 1963 and an alumnus of Xavier University of Louisiana (class of 1986), Carter has focused much of his legislative work on issues impacting his home city and region.
