Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, posted a series of updates on his official X account between December 4 and December 5, 2025, addressing topics ranging from community recognition to disaster recovery and border security.
On December 4, Carter acknowledged the anniversary of Alpha Phi Alpha Fraternity with a message stating, “Happy Founders’ Day to the distinguished men of @apa1906NETwork. Since 1906, you have led with scholarship, service, and strength, building a legacy that continues to uplift and empower communities across our nation. I especially want to recognize my colleagues @RepAlGreen,” he wrote.
Later that day, Carter highlighted bipartisan efforts to address disaster recovery inequities by reintroducing legislation. He posted on December 4: “Storms don’t discriminate by race, gender, political party, or income — and everyone deserves an equal chance to recover after a disaster. That’s why I’m proud to reintroduce the #CleanUpDEBRIS Act with @RepGregSteube to fix a long-overdue inequity that left thousands of”.
On December 5, Carter addressed border security concerns by announcing correspondence with federal authorities: “I also sent a letter to U.S. Border Patrol Commander Gregory Bovino outlining my concerns. Read the full letter here:”
Carter has served in Congress since 2021 after succeeding Cedric Richmond as representative for Louisiana’s 2nd district. Prior to his tenure in Congress, he served in both the Louisiana House of Representatives (1992-1994) and the Louisiana Senate (2016-2021). Born in New Orleans in 1963 and currently residing there at age 59, Carter is an alumnus of Xavier University of Louisiana where he earned his BA in 1986.
