Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, highlighted mental health disparities and legislative efforts in a series of posts on March 19, 2026.

In his first tweet, Carter addressed the challenges faced by communities of color regarding mental health care. He wrote on March 19, 2026: “Mental health challenges affect everyone, but communities of color often face stigma and limited access to care. I’m proud to introduce the Mental Health Workforce Act to address the lack of diversity among providers while increasing the number of culturally competent https://t.co/TvVl7vJPSP”.

Shortly after, Carter posted a link without additional commentary at 16:08 UTC: “https://t.co/gFDpjju7ju”.

Later that day, he tagged several organizations and individuals in another post: @thelensnola @CityofNola @theblackcaucus @nolahealthdept @advcardiohealth (March 19, 2026).

Carter has served as the representative for Louisiana’s 2nd congressional district since replacing Cedric Richmond in 2021. Before his tenure in Congress, he was a member of both the Louisiana House of Representatives (1992-1994) and the Louisiana Senate (2016-2021). Born in New Orleans in 1963, Carter continues to reside there and is an alumnus of Xavier University of Louisiana.
