Carter has represented Louisiana’s 2nd District since 2021 after succeeding Cedric Richmond in Congress. Before his current role in Washington D.C., he served in both chambers of Louisiana’s state legislature—first as a member of the House of Representatives from 1992 to 1994 and later as a state senator from 2016 until his election to Congress in 2021.
Born in New Orleans in 1963 and currently residing there at age 59, Carter graduated from Xavier University of Louisiana with a Bachelor of Arts degree in 1986.
