Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, posted a series of tweets commemorating Memorial Day and highlighting local infrastructure developments between May 25 and May 26, 2026.
On May 25, Carter reflected on the historical origins of Memorial Day by stating, “Less than a month after the Confederacy surrendered in 1865, freed Black Americans celebrated Decoration Day in Charleston, SC. Carter has served as Louisiana’s 2nd District representative since replacing Cedric Richmond in 2021. Before his current role in Congress, he served in both chambers of Louisiana’s state legislature—the House from 1992 to 1994 and the Senate from 2016 to 2021. Born in New Orleans in 1963 and currently residing there at age 59, Carter graduated with a BA from Xavier University of Louisiana in 1986.
