Carter has been serving in the U.S. Congress since 2021 after succeeding Cedric Richmond. His background includes service in both the Louisiana House of Representatives and the Louisiana Senate.

On February 13, 2025, Congressman Carter expressed concern over the current administration's actions regarding medical research funding. He stated that "The Musk-Trump Administration’s freeze of medical research funding puts $28 million at risk in #Louisiana alone and would have detrimental impacts on life-saving advancements." Carter mentioned that he had sent a letter to the National Institutes of Health (NIH) urging them to resume this essential work.

The following day, on February 14, 2025, Congressman Carter extended Valentine's Day greetings to his constituents. He tweeted "Happy Valentine’s Day #LA02! Tell someone you love them today!" encouraging expressions of love among residents of his district.

Later on the same day, Carter shared more personal sentiments regarding Valentine's Day. He noted that whether people spend it with loved ones or enjoy their own company, he hoped it would be filled with warmth and joy. In his tweet, he said "Whether it’s spent with that special someone, cherished friends, or simply enjoying your own company in peace. Hope the day is filled with warmth, joy, and maybe even a little chocolate!"
